12 Counties Employing Over 90% of Staff From Their Tribes

Auditor General Nancy Gathungu’s report noted the failure of most counties to comply with Section 7(2) of the National Cohesion and Integration Act of 2008, which prohibits any public institution from employing more than 30% of its workers from the same ethnic group.

According to the Auditor General’s Report on County Governments and County Executives 2022–2023, 11 counties employed more than 90% of their workforce from a single ethnic community.

Baringo County’s Governor Benjamin Chesire Cheboi received special recognition for employing the most county employees from a single community.

According to the Office of the Auditor General (OAG), 97 percent of newly hired staff during the review period were members of the dominant ethnic community.

96% of the employees hired by Governors Wavinya Ndeti (Machakos) and Erick Mutai (Kericho) came from their home regions.

Gathungu reported that Kericho County hired 271 new employees this year, with 96 percent of them coming from the main ethnic community.

Authorities accused Nyandarua‘s Governor Moses Ndirangu Badilisha of hiring 2,264 out of 2,373 members of his own community.

Similarly, in Nyeri County, the OAG determined that 92% of the workers belonged to the dominant ethnic community.

Under Anne Waiguru’s leadership, Kirinyaga County hired 2,255 of its 2,448 employees from the main ethnic community.

In Uasin Gishu, 93 percent of newly hired staff came from a single ethnic community, while in nearby Elgeyo Marakwet, 95 percent of county administrative staff were from a single majority community over the same time period.

Authorities accused Governor Hillary Barchok of Bomet County of hiring 97% of his staff from a single community, while Governor Amos Nyaribo of Nyamira hired 94% of his staff from the dominant ethnic group.

Both Governors Fernandes Barasa (Kakamega) and Simba Arati (Kisii) faced accusations of employing 91 and 94 percent of their respective villages.
