25,288 Teachers Set to Receive Promotion Letters from TSC.
The Teachers Service Commission (TSC) is set to distribute promotion letters in April 2025 to teachers who successfully passed the January and February promotion interviews.
Those who did not meet the requirements will receive regret letters. The TSC will also publish the list of promoted teachers on its website for transparency.
Promotion interviews for primary school teachers took place between January 13 and January 23, while those for post-primary school teachers, including secondary schools and Teacher Training Colleges (TTCs), were conducted from January 27 to February 6.
The Commission had announced 25,288 promotion vacancies for both primary and post-primary educators.
Initially, the TSC advertised 5,690 positions for school administrators in a notice that ran from November 12 to November 18, 2024.
Later, on December 17, 2024, an additional 19,943 promotion slots were announced for teachers in job groups C1 to D3, requiring them to apply online.
Of these, 16,109 slots were allocated to primary schools, while 9,179 positions were designated for post-primary institutions.
As with previous years, the promotions attracted a high number of applicants. A total of 189,000 teachers submitted applications, and 140,683 were shortlisted. Of those shortlisted, 96,640 were primary school teachers, and 44,043 were from post-primary institutions.
Interview Process and Scoring Criteria
Unlike past interviews, the 2025 promotion interviews focused solely on document verification. Sub County Directors, Human Resource Officers, and Curriculum Support Officers oversaw the process.
Candidates were required to present their identification documents, academic credentials, and other necessary paperwork for assessment.
The scoring system for promotions heavily favored senior teachers. Those aged 55 and above received 30 marks, while applicants aged 50-54 were awarded 26 marks.
Teachers between 45-49 years scored 22 marks, those aged 40-44 earned 18 marks, and individuals between 30-39 years were allocated 14 marks.
Additional Scoring Criteria:
- Academic Qualifications: Masters (5 Marks), Degree (3 Marks), Diploma (1 Mark)
- KNEC Examiner Experience: 4 Marks
- Length of Service in Current Grade: 7+ years (50 Marks), 6 years (40 Marks), 5 years (30 Marks), 4 years (20 Marks), 3 years (10 Marks)
- TPAD Rating: 81+ (10 Marks), 61-80 (8 Marks), 41-60 (6 Marks), 21-40 (4 Marks), 1-20 (2 Marks)
- Presentation: 1 Mark
Posting and Additional Requirements
Successful candidates will be notified by County and Sub County Directors to collect their promotion letters and will be posted to available school vacancies.
Meanwhile, unsuccessful applicants can reapply in the future. The government has allocated KSh 1 billion to support this year’s teacher promotions.
TSC is currently dealing with a wave of retirements expected between June and August 2025, leading to the need for new promotions to fill vacancies left by Heads of Institutions (HOIs) and Deputy Heads of Institutions (DHOIs) who have exited or plan to retire this year.
Promoted teachers must submit five mandatory documents in compliance with Chapter 6 of the Kenyan Constitution on Leadership and Integrity. These include:
- A valid Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI)
- A Clearance Certificate from the Higher Education Loans Board (HELB)
- A Tax Compliance Certificate from the Kenya Revenue Authority (KRA)
- A Clearance Certificate from the Ethics and Anti-Corruption Commission (EACC)
- A Clearance Certificate from an approved Credit Reference Bureau (CRB)
To address the ongoing teacher shortage, TSC is seeking additional funds to promote another 20,000 teachers later in the year.
