46,000 JSS Intern Teachers Must Apply Afresh For Permanent Job Consideration, Says Ogamba.
The ongoing dispute between the government and teachers has resurfaced, particularly regarding the status of 46,000 interns.
Education Cabinet Secretary Julius Ogamba announced that the intern teachers must submit new applications to be considered for permanent and pensionable positions.
He explained that the Teachers Service Commission (TSC) would commence the transition process for these interns, which is set to continue until December.
Ogamba stated that the Commission would require the teachers to undergo a competitive selection process in compliance with the Constitution and relevant laws.

Successful candidates will officially be confirmed in their roles starting January 1, 2025, following the approved budget timelines.
“The Commission will subject the said teachers to a competitive process in accordance with the Constitution and all the relevant laws. Candidates will be confirmed in their positions effective January 1, 2025, as per the approved budgetary allocation timelines,” Ogamba told the National Parliament Committee on Education.
Broader Implications
The recent announcement poses challenges not only for the intern teachers but also for the teachers’ unions that have advocated for the conversion of interns and even organized nationwide protests.
Kuppet had mobilized over 100,000 teachers, demanding the permanent placement of Junior Secondary School (JSS) teachers and had pledged to lobby Parliament for Sh8.3 billion to facilitate the absorption of all intern teachers into permanent roles.
Additionally, Oyuu mentioned that some interns had been requested to extend their contracts in anticipation of the January conversion.

Ogamba reassured Members of Parliament that the government is dedicated to increasing the number of educators available for Junior Secondary Schools nationwide.
He indicated that the recruitment of an additional 20,000 teachers would follow the same timelines and processes as the intern conversions.
