TSC Exempts SNE Teachers from Extra Lessons in Regular Classes
The Teachers Service Commission (TSC) has fulfilled its commitment to exempt teachers handling special units in regular schools from taking on additional lessons in standard classes.
This decision is aimed at allowing these educators to focus solely on their primary duties, enhancing the quality of education for students with special needs.
In a circular numbered 11/2024, dated August 14, 2024, and addressed to all Curriculum Support Officers and heads of institutions, TSC Secretary and CEO Dr. Nancy Macharia confirmed this new directive.
Dr. Macharia explained that the previous arrangement, where teachers responsible for special units were also assigned to regular classes, hindered the goal of delivering quality education to students in special units.
She highlighted that this practice compromised the specialized support required by these learners, thus weakening the intended educational outcomes.
“This practice undermines the specialised support required by learners in Special Units and diminishes the overall objective of providing quality education to learners with Special and Unique needs,” said Dr Macharia.

Dr. Macharia directed that teachers assigned to special units should no longer be given extra teaching duties in regular classes. This measure is to ensure that they can concentrate on their core responsibilities. The circular instructed TSC Field Officers to enforce this directive across all institutions.
Recruitment and Deployment Strategy
The TSC has emphasized its commitment to a targeted recruitment and deployment strategy, aimed at placing teachers who are trained in Special Needs Education (SNE).
These teachers are equipped to handle a variety of disabilities, including mental handicaps, autism, physical handicaps, cerebral palsy, hearing and visual impairments, and deaf-blindness, among others.
This directive follows an agreement made earlier in 2024 between the TSC and the Kenya Union of Special Needs Education Teachers (KUSNET).
During a retreat in Naivasha on April 8, 2024, the two parties agreed on several key issues, including the redeployment of 6,000 SNE teachers who had requested to move from regular to SNE institutions.

The exemption from extra classes was another significant outcome of this agreement, alongside the creation of a dedicated SNE section at the TSC headquarters to address the needs of SNE teachers.
By implementing these changes, the TSC aims to better support the education of students with special needs, ensuring that they receive the focused and specialized attention they deserve.
