Motion by Passaris to Revamp of Education Bursary Framework
Nairobi County Woman Representative, Esther Passaris, has tabled a motion in the National Assembly advocating for a comprehensive reform of the nation’s bursary system.
This motion seeks to address persistent challenges within Kenya’s education funding framework and aims to ensure equitable access to quality education for all students.
The motion underscores the pressing need for a revamp in the distribution and management of education funds.
It stresses the importance of creating a system that guarantees fair access to quality education, reflecting the government’s commitment to providing free basic education.
Passaris suggested that the government’s obligation to offer free basic education could be better fulfilled by consolidating all education funds and directly allocating them to public schools.
She proposed that the National Assembly urge the government, through the Ministry of Education and in collaboration with relevant stakeholders, to undertake a complete overhaul of the bursary system.

The proposed reforms would involve collapsing all existing bursary schemes and reallocating the funds to the State Department of Education to provide free basic education through direct capitation to schools.
Constitutional and Vision 2030 Considerations
Passaris emphasized the constitutional right to education, citing Article 43(1) alongside Article 53(1)(b), which guarantees every child’s right to free and compulsory basic education.
Additionally, she referenced Kenya Vision 2030, which highlights education as a pivotal element in the country’s transformation into a globally competitive nation.

In her notice to the National Assembly, Passaris reiterated that the constitution ensures every individual’s right to education and that Kenya Vision 2030 recognizes education as essential for national development.
She called for immediate reforms to align with these constitutional mandates and national development goals.
