Teachers in Kakamega March to TSC Regional Director, Demands Action
The Kenya Union of Post Primary Education Teachers (KUPPET) in Kakamega actively participated in the nationwide teachers’ strike that commenced this morning.
The teachers assembled at the KUPPET offices in Kakamega town before proceeding to the Regional Commissioners’ offices. Here, they submitted a petition to Joseph Oduor Mugele, the Western Regional Director of the Teachers Service Commission (TSC).
The union’s branch secretary, General Harrison Otota, communicated that the strike would continue until their grievances received full resolution. Mugele confirmed receiving the petition and assured that he would prepare a report on the issues raised and forward it to the TSC secretary for further action.
Policy Issues and Solutions
Mugele pointed out that the TSC commissioners can resolve several policy-related concerns raised by the union. These issues may involve reviewing, expunging, or replacing certain policies to better align with the teachers’ needs.

Mugele recognized that new challenges within the teaching profession have emerged, necessitating discussions aimed at improving the teaching environment. He emphasized that creating a better working atmosphere for teachers is essential for them to serve the country’s children with peace and motivation.
Promotion and Stagnation
Mugele also addressed the issue of teacher stagnation in the same job group, reassuring the teachers that the TSC is committed to offering promotions, particularly to those who have been in the same position for an extended period of time.
He clarified that the TSC relies entirely on funding from the national treasury for its operations, including promotions. If sufficient funds are provided, the commission will have no choice but to promote the teachers who have stagnated.

“On the issue of stagnation, the TSC does not generate any revenue; we rely entirely on the national treasury to provide us with funds for all of our operations. So if we get money from the Treasury that will be sufficient to promote everybody who has stagnated, the commission has no obligation but to promote such teachers,” he explained.
