President William Ruto has instructed all university Vice-Chancellors to permit students with outstanding fee balances to sit for their end-of-semester examinations.
This directive is aimed at addressing financial challenges affecting students and institutions during the ongoing transition to the new student-centred funding model.
Speaking at the Scott Christian University graduation ceremony in Machakos County on Friday, December 6, Ruto emphasized the need for patience from universities as they await the government’s full disbursement of scholarship funds.

“Therefore I appeal to universities to allow students to sit for their end-of-semester examinations while awaiting the resumption of full disbursement once the government gives direction,” Ruto said.
He acknowledged the difficulties faced by institutions during this period but encouraged them to cooperate in ensuring students complete their studies uninterrupted.
Supporting Students Amid Funding Model Changes
Ruto noted that the measure to allow students to sit for exams despite fee arrears is part of broader efforts to mitigate challenges caused by the shift from the previous funding model.
He appealed to universities to remain understanding and supportive of students as the government works on resolving the disbursement delays.
