The Teachers Service Commission (TSC) has released the guidelines it will use to evaluate candidates for the 19,433 school head positions recently advertised.
The framework highlights the specific areas of assessment and the scoring methodology for interviews scheduled for 2024.
Criteria Overview
The matrix provided by TSC details the parameters for awarding marks to candidates.
It emphasizes academic qualifications, career progression, technical expertise, management acumen, performance over the last three years, involvement in co-curricular activities, general knowledge, and behavioral attributes.
Academic qualifications and school performance are given significant weight in the scoring process. Teachers with a mean score of 11 or higher in their Kenya Certificate of Secondary Education (KCSE) results can earn a maximum of 20 marks.
A total of 100 marks is available, with an emphasis on validating school performance data. Candidates will be assessed using the higher of either the mean score or the improvement index.

Acting Experience
Marks are awarded based on the duration a teacher has served in acting positions, such as Headteacher, Principal, Deputy Headteacher, or Deputy Principal:
- Over 5 years: 30 marks
- 3-4 years: 25 marks
- 2-3 years: 20 marks
- 1 year: 15 marks
- Below 1 year: 10 marks
Length of Stay in Current Grade
Candidates also earn marks based on how long they have been in their current grade:
- 6 years: 20 marks
- 4-5 years: 15 marks
- 2-3 years: 10 marks
TPAD Ratings
Performance in the Teacher Performance Appraisal and Development (TPAD) tool is another key area:
- 81% and above: 10 marks
- 61-80%: 8 marks
Age Factor
Age is considered in the following categories:
- 55+ years: 15 marks
- 50-54 years: 12 marks
- 45-49 years: 9 marks
- 40-44 years: 6 marks
- Below 40 years: 3 marks
Oral Interview Performance
Candidates can earn up to 13 marks during oral assessments.
Co-Curricular Contributions
Contributions to co-curricular activities from 2020 onward are scored based on levels of involvement:
- National: 5 marks
- Regional: 4 marks
- County: 3 marks
- Subcounty: 2 marks
Academic Performance in KCSE and KCPE
School results for 2020, 2021, and 2022 are awarded a maximum of 6 marks.
Communication Skills
Candidates receive 1 mark for communication proficiency.

The TSC has established an online portal for applications. Manual submissions will not be accepted, ensuring a streamlined and efficient process for all candidates.
