President Ruto to Hire 120,000 Teachers Over the Next Three Financial Years.
President William Ruto’s administration has unveiled plans to hire 120,000 teachers over the next three financial years.
Budget documents indicate that 6,000 teachers will be recruited on permanent and pensionable terms, alongside 6,000 interns, as part of the Kenya Primary Education Equity in Learning Program.
The remaining 108,000 will be employed under the secondary education quality improvement project.
Reports from the education sector show that 18,000 teachers will be hired permanently next financial year, with similar numbers in the two subsequent years.
An additional 18,000 interns will be engaged annually, provided the Treasury approves the budget proposal. Treasury projections reveal these hiring plans extend to fiscal years 2026-27 and 2027-28.
Infrastructure Development Plans
President Ruto’s legacy projects include roads, railways, water, housing, modern markets, and public Wi-Fi. Budget shortfalls, however, have hindered progress on many ventures following the collapse of the Finance Bill 2024.
Despite this, the administration remains committed to constructing 1,098 kilometers of new roads and advancing the Nairobi Railway City project.
Plans include completing the 12.5-kilometer Riruta–Ngong rail line and a 2.8-kilometer meter-gauge railway link in Mombasa. Additionally, five new SGR locomotives are set to be acquired.
The government also seeks to procure a ferry for Lake Victoria and complete a control tower at Kisumu International Airport.
Upgrading nine motor vehicle inspection centers and building five new ones are also on the agenda. Notably, budget provisions have been made for a maritime search and rescue center in Kisumu.
Affordable Housing and Markets
In line with the Kenya Kwanza affordable housing initiative, plans are underway to construct 217,654 affordable housing units, 80,909 social housing units, and 65,297 institutional units over the next three years.
Despite public resistance, Ruto has remained steadfast in implementing this program.
To support traders, the government aims to construct 505 markets nationwide. It also plans to build 44 footbridges, five jetties, and 5,800 meters of seawalls to improve access to social amenities.
President Ruto’s administration prioritizes digital connectivity, with plans to install 38,871 kilometers of backbone optic fiber and provide internet access to 44,575 public institutions.
Furthermore, 18,510 public Wi-Fi hotspots are to be introduced, alongside integrating 13,800 government services onto the eCitizen platform.
Infrastructure development at Konza Technopolis, the rollout of National Digital Signal Coverage, and solar powering 42 KBC stations are also outlined.
Sports and Energy Development
The government’s focus extends to sports infrastructure, with plans to complete Talanta Sports City and upgrade Moi International Sports Centre Kasarani to CAF/FIFA standards.
Budget allocations include completing upgrades to Nyayo and Kipchoge Keino stadiums.
In energy, Kenya Kwanza intends to generate 170MW of power, drill 34 geothermal wells, and build 1,742 kilometers of transmission lines.
An additional 1,440,000 new customers and 1,080 public facilities will be connected to the electricity grid.

Plans also encompass 19,500 street lighting points, biogas plants for 55 institutions and 1,800 households, and clean cooking gas provision for 600 schools and 210,000 low-income households.
To promote environmental sustainability, six million trees are planned for the next budget year, increasing to eight million annually thereafter.
The government has also allocated funds to implement the Itare Dam project, aiming for 70% completion by 2027-28. Irrigation projects will cover 500,000 acres to boost rice production by 250,000 tonnes and maize by 10,000 tonnes.
Revenue and Employment Opportunities
The administration anticipates Sh17 billion in mining royalties and Sh8 billion in revenue from national parks. Employment opportunities are lined up in the police, prison services, and health sectors.
Budget estimates reveal that ministries within ten sectors plan to spend approximately Sh2 trillion. These proposals will guide the Budget Policy Statement, set for introduction by the National Treasury by February’s end.
