Newly Confirmed Teachers to Receive First Paychecks in 30 Days.

The Teachers Service Commission (TSC) has initiated a process to transition 46,000 intern teachers to Permanent and Pensionable (P&P) terms. This move will see the confirmed teachers receiving their salaries within 30 days.

In a communication dated January 7, 2025, TSC Secretary Kenneth Marangu announced that the Commission is finalizing the confirmation of these teachers as they report for duty.

He explained that to ensure the smooth and timely updating of the payroll, three key directorates—Staffing, Human Resource Management and Development, and Administrative Services (Records Management)—convened a meeting and outlined their roles.

The Staffing Directorate is tasked with preparing and sharing accurate biodata of all 46,000 teachers and coordinating County Directors to submit entry and exit reports promptly.

Meanwhile, Records Management will ensure that APPTI forms and Offer of Employment letters are correctly filled and filed. These physical files will then be submitted to the Human Resource Directorate for further processing.

Accelerating Payroll Onboarding

The Human Resource Directorate will oversee the prompt onboarding of the teachers onto the payroll once the required entry and exit reports and teacher files are received.

According to Marangu, the aim is to expedite the process and ensure the teachers begin receiving their salaries within the stipulated 30-day period.

To facilitate this, the three directorates sought and obtained approval for 30 days of overtime to complete the exercise within the set timeline.

Marangu highlighted the collaborative approach being taken, noting that the transition was critical for ensuring job security and stability for the affected teachers. He stated that the teamwork among the directorates underscores the Commission’s commitment to enhancing service delivery.

A teacher from one of the counties expressed relief, saying the confirmation will “provide much-needed financial security and a sense of permanence after years of uncertainty as interns.”

TSC has reiterated its dedication to completing the transition process efficiently. An official from the Staffing Directorate remarked that this exercise will “not only ensure the teachers’ welfare but also strengthen the Commission’s operational effectiveness.”
