Teachers to Wait Longer for KPSEA, KCSE Facilitation Payments.
Teachers and other professionals involved in administering the Kenya Primary School Education Assessment (KPSEA) and Kenya Certificate of Secondary Education (KCSE) examinations last year will have to wait longer for their payments.
Sources indicate that the Kenya National Examination Council (KNEC) is facing significant financial difficulties in raising the funds necessary to pay contracted personnel. It has been revealed that the Treasury may only release funds for this purpose between June and July.
KNEC annually hires various professionals to manage the administration of national exams. These include teachers, drivers, and security personnel.
Teachers specifically serve as Centre Managers, Supervisors, and Invigilators, roles for which KNEC only reimburses transport expenses, rather than paying for services rendered.
Revised Allowances and Payment Structures
In response to protests from secondary school teachers, KNEC adjusted its rates for transport reimbursements during last year’s exams:

These changes followed demands from secondary school teachers for higher compensation during the Kenya Certificate of Secondary Education (KCSE) examinations, which began on October 22, 2024.
Union Push for Higher Compensation
The Kenya Union of Post-Primary Education Teachers (KUPPET) advocated for a substantial increase in allowances.
KUPPET Secretary-General Akello Misori, in a letter to Education Cabinet Secretary Julius Ogamba, proposed new rates for invigilators at Sh3,000 per day (up from Sh400), for supervisors at Sh3,500 per day (up from Sh450), and for principals, who act as Centre Managers, at Sh4,500 per day.
Misori emphasized the need for fair compensation, referencing the Human Resource Policies and Procedures Manual for the Public Service as the standard benchmark.
He stated that teachers were prepared to reject the existing remuneration structure in upcoming exams if adjustments were not made.
“Our members have vowed to reject the current remuneration structure during the upcoming examinations. We urge you, as the Cabinet Secretary overseeing the KNEC budget, to facilitate adequate compensation for teachers,” Misori wrote in his appeal.

Despite these revisions, payments remain delayed, leaving contracted professionals uncertain about when they will receive their dues. The situation underscores the financial challenges faced by KNEC and the urgent need for systemic solutions.
