MP Call for JSS Inclusion in NG-CDF Bursary Schemes.
Teso South MP Mary Emase has called on Parliament to enact laws that would enable Junior Secondary School (JSS) learners to benefit from bursaries under the National Government Affirmative Action Fund (NGAAF) and Constituency Development Fund (CDF).
This move, she stated, would ease the financial burden on parents faced with high school fees.
Speaking during a bursary vetting exercise at Olepito in her constituency, Emase urged the government to either include JSS learners in various scholarship programs or declare free post-primary education. This, she argued, would support the 100% transition policy in the education system.
The MP emphasized the need for urgent action as the government phases out the 8-4-4 system. She reported that many schools were charging exorbitant fees for JSS learners, including costs for tuition and lunch programs, despite primary education being declared free.
These charges, Emase noted, have disrupted education in numerous schools and increased the risk of students dropping out due to unpaid fees.
Emase assured her constituents that she is dedicated to ensuring learners from Teso South acquire the necessary basic education and skills to remain competitive in the modern job market.
Supporting CBC and Educational Equity
Highlighting the Competency-Based Curriculum (CBC), Emase reiterated its value in nurturing diverse skills among learners. She stressed the importance of ensuring all children, regardless of their abilities, find relevance in society and access opportunities in the job market.
The MP announced that bursary funds from the National Government Constituencies Development Fund (NG-CDF) would be disbursed by the following week to guarantee uninterrupted learning.
She underscored the transformative impact of the NG-CDF program, noting how it has significantly improved lives within her constituency.
Recognizing the need for improved learning environments, Emase detailed plans to upgrade school infrastructure in Teso South. She emphasized that quality infrastructure enables students and teachers to compete favorably with peers nationwide.
Furthermore, Emase revealed plans to replicate the Kiharu MP Ndindi Nyoro’s initiative of capping school fees at 1,000 shillings per term. She expressed optimism that adopting this approach would attract more learners to schools in Teso South and create equal opportunities for all.

Residents of Angorom ward applauded Emase for her commitment to timely bursary distribution. They highlighted the positive impact it would have in alleviating the financial strain on parents.
A local parent remarked, “The timely disbursement of bursaries has eased our financial burden, and we are grateful for the MP’s dedication to education.”
Another resident added, “The focus on upgrading school infrastructure and introducing affordable school fee programs is a step in the right direction for our constituency.”
Emase concluded by affirming her commitment to leaving no child behind in the pursuit of education, emphasizing that education is the key to unlocking opportunities and transforming lives in Teso South.
