The Ministry has announced the opening of applications for the prestigious 2025/2026 Youth of Excellence Scheme of China program.
Offered under the Chinese Government Scholarship, this initiative provides 200 fully funded opportunities for master’s degree students from around the globe. Interested candidates have until March 31, 2025, to apply for this life-changing educational experience.
The Youth of Excellence Scheme aims to cultivate global governance professionals with a wide international outlook, high-quality skills, exemplary leadership, and a multicultural perspective. The program is managed by the China Scholarship Council.

Eligibility Criteria

- Nationality and Age: Be a non-Chinese citizen under 45 years, in good mental and physical health.
- Educational Background: Hold a bachelor’s degree or higher and possess at least three years of professional experience. Preference is given to those with relevant training or experience.
- Professional Category: Belong to one of these groups:
- Senior government officials (division chief level or higher)
- Top-level managers in institutions or enterprises
- University or research institution administrators
- Individuals with prior work or internship experience in international organizations
- Pre-admission Letter: Secure a pre-admission letter from the university, including all registration details but excluding any mention of other scholarships.

Online Application
Applicants must complete the online process via the Chinese Government Scholarship System by 11:59 PM (GMT+8) on March 31, 2025.
- Access the portal at http://studyinchina.csc.edu.cn/#/login.
- Use “Type A” for the scholarship type and enter agency code 1563. Select “Youth of Excellence Scheme of China” during the process.
Application Review
The China Scholarship Council evaluates all submissions, reviews materials, and forwards them to experts for further assessment.
Selection and Admission
