The Teachers Service Commission (TSC) has issued guidelines on the deployment of P1 teachers to Junior Secondary Schools (JSS). The directive outlines steps for vetting, deployment, document submission, and staffing adjustments.
Vetting Process for Deployment
Sub-County Directors are instructed to conduct document verification for all candidates. Teachers must present the following documents:

Deployment Guidelines
Deployment Letters
Deployment letters will be issued as follows:
- Within the Sub-County: Signed by Sub-County Directors.
- Outside the Sub-County: Signed by County Directors or the Regional Director for Nairobi.
Key Considerations for Deployment
- Proximity: Teachers should be deployed close to their current stations where possible.
- Subject Combinations: Avoid deploying multiple teachers with identical subject combinations to the same JSS unless required.
- Gender Balance: Ensure gender balance among deployed teachers in the same school.
- SNE Qualifications: Teachers with SNE training will be posted to special JSS.
- Templates: Deployment must follow the templates provided by TSC.
Each teacher will receive two deployment letters—one for the teacher and another for filing at the headquarters.

Online Posting, Entry, and Exit Procedures
All deployment-related processes will be conducted through the Posting, Entry/Exit Reports Module. Hard-copy casualties will not be processed.
Posting Instructions
- County Directors: Initiate postings for deployed teachers.
- Sub-County Directors: Post teachers to JSS.
- Heads of Institutions: Submit exit reports for releasing teachers and entry reports for receiving them.
Teachers retained in the same station must be exited from the primary school and entered into the JSS through the module.
Submission of Deployment Documents
After deployment, the following documents must be submitted to the Director of Staffing:

The list of deployed teachers should include:
- Serial Number
- Registration Number (TSC No.)
- Teacher’s Name
- Teacher’s Grade (B5, C1, etc.)
- Gender
- Disability Status
- Previous Station (Primary)
- Current Station (JSS)
- Sub-County and County

Staffing Adjustments in Primary Schools
Regional and County Directors must update staffing positions in primary schools and complete teacher rationalization within 14 days of deployment to ensure uninterrupted teaching and learning.
