2025 TSC Scoresheet for Secondary School Teacher Promotions.
The Teachers Service Commission (TSC) has commenced promotion interviews for post-primary teachers as of Monday, January 27, 2025. These interviews encompass educators from secondary schools and Teacher Training Colleges (TTCs).
This follows the completion of interviews for primary school teachers, which took place between January 13 and January 23, 2025.
The Commission announced 25,288 promotion opportunities for both primary and post-primary teachers. The first batch, consisting of 5,690 administrative positions, was advertised between November 12 and November 18, 2024.
On December 17, 2024, TSC added 19,943 additional slots for teachers in job groups C1 to D3, allowing them to apply online. Of these, 16,109 slots were allocated to primary schools, while 9,179 were designated for post-primary institutions.
This year’s promotions saw a significant number of applicants, mirroring last year’s trend. A total of 189,000 teachers applied for the positions, with 96,640 being primary school teachers and 44,043 post-primary teachers.
Shortlisted candidates were invited for interviews, which, unlike last year, featured fewer questions from the panels. The panels primarily focused on verifying documents.
Documents Required During Interviews
Teachers were required to present their original ID, academic certificates, appointment letters to their current grade, the latest payslip, previous promotion letters, and responsibility letters for positions such as Head of Institution (HOI) or Deputy Head of Institution (DHOI).
They also had to provide performance appraisal reports (TPAD) for 2021, 2022, and 2023, as well as any other relevant testimonials.

- A valid Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI).
- A Clearance Certificate from the Higher Education Loans Board (HELB).
- A Tax Compliance Certificate from the Kenya Revenue Authority (KRA).
- Clearance from the Ethics and Anti-Corruption Commission (EACC).
- A Clearance Certificate from an approved Credit Reference Bureau (CRB).
Unsuccessful candidates will receive regret letters but are encouraged to reapply in future opportunities.
The promotion exercise aims to fill vacancies left by mass teacher retirements expected by June and August this year. The positions also address gaps created by retired HOIs and DHOIs. The government allocated KSh 1 billion to TSC for this year’s promotions.

The 19,943 advertised vacancies span various grades and roles, including Chief Principals, Senior Principals, Principals, and Deputy Principals in both regular schools and TTCs.
Additionally, positions for Senior Masters, Senior Teachers, and Lecturers are included. Classroom teachers applying for administrative roles have fewer document requirements compared to those seeking higher positions.
