TSC Assures JSS Intern Teachers of Permanent and Pensionable Employment After One Year of Service.
The Teachers Service Commission (TSC) has reassured junior secondary school (JSS) intern teachers recruited in November 2024 of confirmation to permanent and pensionable (PnP) terms upon completing one year of service.
This assurance was provided by TSC officials during the induction of 20,000 JSS intern teachers, who began their roles on January 6, 2025. TSC County and Sub-County Directors, Human Resource Officers, and Curriculum Support Officers conducted the induction sessions at sub-county venues.
The officials encouraged the teachers to remain dedicated as the Commission works towards transitioning them to PnP terms. The sessions covered TSC Code of Regulations and Ethics for teachers, Teacher Performance Appraisal and Development (TPAD), leave policies, and other professional expectations.
In January 2025, TSC converted 46,000 teachers from internship to PnP terms, marking the largest transition of its kind. This milestone aligns with the Kenya Kwanza government’s agenda under President William Ruto, which has so far resulted in the employment of 56,000 teachers on permanent terms since the administration took office.
The recent conversions included 21,550 JSS teachers and 4,000 primary school teachers hired in February 2023, 450 secondary school teachers hired in April 2023, and 18,000 JSS teachers along with 2,000 primary school teachers recruited in September 2023.
Improved Salaries and Benefits for Teachers
Upon confirmation, the teachers benefit from improved salaries and access to a comprehensive medical cover, various types of leave, and loans.
Primary school teachers now earn a net salary of KSh 32,000 after deductions, while graduate secondary school teachers, including those in hardship zones, earn up to KSh 47,526.
In contrast, intern teachers previously earned KSh 13,000 for primary school and KSh 17,000 for secondary school after statutory deductions.
TSC awards 50 marks to teachers with internship experience in its recruitment scoresheet, ensuring that their confirmation is almost guaranteed.
The 20,000 JSS teachers will also undergo retooling on the Competency-Based Curriculum (CBC) and Competency-Based Assessment (CBA) as part of their professional development.
TSC plans to pay stipends with arrears to the JSS intern teachers in February 2025, following errors in the online submission process for casualty data by school heads.

The Teacher Internship Programme is designed as a one-year initiative to equip registered, unemployed teachers with practical teaching experience through mentorship and coaching.
While the standard internship period is 12 months, the majority of the 46,000 teachers who transitioned to PnP terms served for two years. Successful completion of the internship programme earns participants a certificate, enhancing their teaching credentials and career prospects.
