SHA: Means Testing Process for Self-Employed Kenyans.
On Monday, February 10, the Social Health Authority (SHA) provided guidelines for self-employed Kenyans on how to undergo means testing.
Means testing is a method used to evaluate a household’s financial capability, particularly for those without a steady income. This process examines various socio-economic factors, including access to essential services, household composition, and housing conditions.
During a press briefing on February 5, Health Director-General Patrick Amoth highlighted that many Kenyans were being denied medical services in healthcare facilities due to failure to complete means testing.
Dr. Amoth explained that the government was facing difficulties in addressing issues linked to unemployed individuals who had not provided necessary data to accurately assess household income levels. He noted that the average premium determined through means testing was KSh592.
One of the main obstacles identified was the incomplete registration process by many individuals.
So far, only 3.1 million people had completed means testing, which meant that some were ineligible for services under the Social Health Insurance Fund (SHIF). Consequently, these individuals were unable to access primary healthcare and emergency services.
SHA Deductions and Registration
Employed individuals are exempt from means testing, as their SHA deductions are automatically deducted from their salaries. With a base deduction of KSh300, an additional 2.75 per cent of an individual’s salary is allocated to SHA each month.
Kenyans have been urged to register early and complete the means testing process before requiring medical attention to avoid treatment delays. Those unable to complete the process on their own are encouraged to seek assistance from community health promoters.

Steps to Conduct Means Testing
- Visit http://afyayangu.go.ke and log in.
- Navigate to the “My Profile” section.
- Select the “Income” tab.
- Answer the provided set of questions.
- The system will calculate the amount payable to SHA either monthly or annually.
