TSC Seeks Ksh382 Billion for More Teachers Employment & Promotions.
The Teachers Service Commission (TSC) has received support from Members of Parliament (MPs) in the National Assembly Education Committee for the approval of a proposed Ksh382.3 billion allocation in the 2025/26 budget.
During a meeting with the Liaison Committee on Friday, Committee Chair Julius Melly emphasized the necessity of this funding.
He explained that it would facilitate the recruitment of 18,000 intern teachers, the hiring of 18,000 permanent secondary school teachers, and the promotion of 20,000 teachers.
According to Melly, these measures would bridge existing gaps in teaching resources and enhance career progression, thereby motivating educators.
Beyond teacher recruitment, MPs highlighted the crucial role of the proposed budget in other areas of education.
The allocation includes Ksh6.3 billion to address collective bargaining agreements (CBAs) for university staff and Ksh20.9 billion for capitation, scholarships, and loans benefiting Technical and Vocational Education and Training (TVET) students.
This financial support is also expected to extend to the 2024 cohort set to join TVET institutions in 2025. Additionally, Ksh890 million has been requested for the construction of TVET institutions in constituencies currently lacking them.
Concerns from Graduate Teachers
The proposal to hire more teachers follows increasing frustration from graduate teachers regarding delays in receiving TSC numbers. Many have also expressed dissatisfaction with the extended duration of internship programs, arguing that the low remuneration forces them to struggle for long periods.
Some teachers have appealed to the government, suggesting that instead of requiring interns to serve for one or two years, they should be granted stable employment sooner with adequate resources to support their livelihoods.

The plan to promote 20,000 teachers has faced multiple setbacks since its announcement in 2024. In early November, TSC Chief Executive Officer (CEO) Nancy Macharia stated that the promotion of 20,000 primary school head teachers to Junior Secondary School (JSS) principals would be delayed until a new CBA was signed.
Speaking at this year’s Kenya Primary School Headteachers Association (KEPSHA) conference, she urged school heads to collaborate with the Kenya National Union of Teachers (KNUT) to fully understand their responsibilities as JSS institution heads.
