TSC to Train Teachers on Upgraded TPAD and Remote Learning Methodologies.
The Teachers Service Commission (TSC) is set to enhance teacher evaluation tools to align with ongoing educational and technological advancements. The focus will be on upgrading the Teacher Performance Appraisal and Development (TPAD), Performance Contracting (PC), and Lesson Observation Tool.
To pilot these revisions, nine counties—Nairobi, Mombasa, Kisumu, Nyeri, Meru, Baringo, Kajiado, Garissa, and Vihiga—have been selected.
In September 2024, a technical team from TSC Headquarters visited these counties to gather data from teachers, deputies, and institutional heads on TPAD teaching standards, PC criteria, and lesson observation standards.
The next phase involves testing the revised tools in real classroom settings, scheduled for March 17–21, 2025.
Training Objectives and Target
The initiative aims to train 556 Trainer of Trainers (ToTs) in each of the nine counties. The training will cover:
- Proposed TPAD Teaching Standards
- TPAD 3.0 Dummy System
- Lesson Observation Standards, Tool, and Rating
- Remote Learning Methodologies for Teaching and Learning
The training will encompass seven learning areas across four levels of public learning institutions—primary, junior, secondary, and Teacher Training Colleges (TTCs). The breakdown of invited teachers includes 140 from primary schools, 164 from junior schools, 196 from secondary schools, and 56 from TTCs.
Implementation and Training Schedule
Each county will host training at two centrally located venues equipped with necessary facilities. To facilitate quality training and active participation, teachers will be divided into two separate cohorts. Each venue will accommodate 139 participants from Tuesday to Friday.
Cohort 1 (March 18–20, 2025):
- Day 1 (March 18): TPAD Training at the county venue
- Day 2 (March 19): Lesson Observation Practicum at school-based locations
- Day 3 (March 20): Remote Learning Methodologies at the county venue
Cohort 2 (March 19–21, 2025):
- Day 1 (March 19): TPAD Training at the county venue
- Day 2 (March 20): Lesson Observation Practicum at school-based locations
- Day 3 (March 21): Remote Learning Methodologies at the county venue
Each teacher will be trained on conducting lesson observation and implementing TPAD dummy systems in their respective schools without disrupting regular timetables.
Training Approach and Class Sizes
Teachers will be divided into four groups:
- Primary and Junior – Sciences
- Primary and Junior – Social Sciences
- Secondary and TTC – Sciences
- Secondary and TTC – Humanities
A total of 139 teachers per cohort will be invited across the seven learning areas. The subject-wise breakdown includes English (19), Kiswahili (17), Creative Arts (10), Social Sciences (21), Mathematics (25), Sciences (31), and Technical Subjects (16).

Support and Implementation Guidelines
TSC requests the following actions to support this training initiative:
- Completion and submission of Forms A, B (1-4), and C (1-2) as a single document to [email protected] by 4:00 PM on March 27, 2025.
- Attendance at a virtual debriefing on February 24, 2025, at 10:00 AM via this link.
- Identification of four field officers per county—one Sub-County Director (SCD), two Curriculum Support Officers (CSOs) for regular education, and one CSO for Special Needs Education (SNE) to assist in training.
- Selection of four teachers per cohort to be mentored as facilitators.
