TSC Insists on Compliance as TPAD Deadline Nears, Tech Issues Persist.
The Teachers Service Commission (TSC) has reaffirmed that the deadline for the Teachers’ Performance Appraisal and Development (TPAD) for the first term of 2024 remains firm.
The Commission announced that all evaluations must be completed by midnight on Friday, November 11. This directive targets all Curriculum Support Officers (CSOs), heads of institutions, TSC Sub-County Directors, and TSC County Directors, urging them to ensure full adherence to the deadline.
According to a communication from the TPAD department at TSC headquarters, all involved parties have been urged to speed up the appraisal process.
The Commission emphasized the importance of achieving a 100 per cent compliance rate. In past terms, there have been instances where compliance levels dropped below 80 per cent, a trend the Commission is determined to reverse.
Low compliance has mainly been linked to technophobia among teachers and poor internet connectivity, especially in remote areas. Educators from regions with unreliable networks have often asked the Commission to permit manual appraisal processes. However, TSC has remained firm in rejecting such proposals, standing by the digital system.

TPAD was introduced in 2016 through a partnership between the World Bank and the Kenya Primary Education Development Project (Priede). It is an online platform designed for teacher performance management.
TSC considers the TPAD system vital not only for teacher evaluation but also for improving curriculum delivery and enhancing overall learning outcomes.
