Cabinet Approves SEQIP Implementation Targeting 1.8 Million Students

The Cabinet has approved the Kenya Secondary Education Equity and Quality Improvement Programme (SEQIP).

Backed by the World Bank and the Ministry of Education, SEQIP aims to address educational disparities, enhance learning quality, and ensure equity across Kenya.

The World Bank has allocated $200 million (Sh25.7 billion) for SEQIP, which seeks to create a more inclusive education system. The programme promises to enhance students’ experiences, support parents, empower teachers, and benefit the community.

Programme Beneficiaries

SEQIP will impact various groups:

• 1,867,488 learners (929,561 girls and 937,927 boys) in 19 counties
• 78,000 public junior secondary teachers
• 19,956 junior secondary headteachers
• 24,200 teacher trainees in pre-service colleges
• 20,300 refugee learners in camp-based schools
• 14,390 learners in Accelerated Education Programs (AEPs)

SEQIP Pillars

SEQIP addresses three main areas: access, quality, and equity.

SEQIP aims to provide every Kenyan child with quality secondary education through:

1. Infrastructure Development
   • Constructing and renovating classrooms, laboratories, and facilities in underserved regions
2. Provision of Learning Materials
   • Supplying textbooks, laboratory equipment, and resources to alleviate financial burdens on parents
3. Bursaries and Scholarships
   • Offering financial aid to students from low-income families to reduce dropout rates

Improving Education Quality

Quality education nurtures critical thinking, creativity, and problem-solving skills. SEQIP focuses on:

1. Teacher Training and Development
   • Investing in continuous professional development for teachers
2. Curriculum Enhancement
   • Revising and enriching the curriculum to meet 21st-century needs, including STEM education
3. Monitoring and Evaluation
   • Establishing robust mechanisms to assess teaching practices and educational interventions

Promoting Equity

SEQIP is committed to ensuring equal opportunities for all students through:

1. Targeted Interventions for Marginalised Communities
   • Implementing initiatives for students from marginalized backgrounds, including girls and children with disabilities
2. Sensitisation and Community Engagement
   • Involving parents, community leaders, and stakeholders to promote educational equity
3. Reducing Gender Disparities
   • Providing support for girls through mentorship, sanitary facilities, and measures against early marriages and pregnancies
