Breakdown: University Fees Parents Will Pay
The administration under President William Ruto has clarified the new university funding model that has sparked widespread reactions among Kenyans in recent days.
Higher Education Principal Secretary Beatrice Inyangala provided details on Friday, explaining that the model categorizes students into five bands based on their family’s income level.
The funding model divides students into five distinct bands, with each band’s allocation determined by the income the applicant reported when applying for a scholarship. The PS also detailed the amount each band will receive in terms of scholarships and loans.
Band One: Most Needy
- Family Income: Up to Sh5,995
- Government Support: Scholarship covers 70% of fees, loan covers 25%
- Family Contribution: 5% of fees
- Student Support: Upkeep loan of Sh60,000 from Helb

Band Two: Low Income
- Family Income: Between Sh5,995 and Sh23,670
- Government Support: Scholarship covers 60% of fees, loan covers 30%
- Family Contribution: 10% of fees
- Student Support: Upkeep loan of Sh55,000
Band Three: Lower-Middle Income
- Family Income: Between Sh23,670 and Sh70,000
- Government Support: Scholarship covers 50% of fees, loan covers 30%
- Family Contribution: 20% of fees
- Student Support: Upkeep loan of Sh50,000
Band Four: Middle Income
- Family Income: Between Sh70,000 and Sh120,000
- Government Support: Scholarship covers 40% of fees, loan covers 30%
- Family Contribution: 30% of fees
Band Five: Higher Income
- Family Income: Above Sh120,000
- Government Support: Loan covers 30% of fees
- Family Contribution: 40% of fees

On the same day, Education Cabinet Secretary Julius Ogamba stated that students who are dissatisfied with the band they have been assigned can file an appeal through the Higher Education Portal.
