CS Ogamba Commends Progress of New University Funding Model.
Education Cabinet Secretary Julius Migos Ogamba reported significant progress in the implementation of the new university funding model, which has helped ease financial difficulties for higher education institutions in Kenya.
The CS noted that since the funding model’s introduction in 2023, over Sh41 billion has been allocated to support approximately 240,000 students through loans and scholarships.
This initiative aims to address the financial crises that have plagued universities, which in 2023 were indebted by Sh60 billion. Of the 40 public universities, 23 had been declared technically insolvent.
“Our public universities were indebted to a tune of Sh60 billion in 2023, where 23 out of 40 institutions had been declared technically insolvent,” he said.

The funding model was specifically designed to resolve this crisis and place universities on a sustainable path of growth. University administrators have reported that the model is alleviating financial challenges and enabling institutions to pay off their debts effectively.
Ogamba emphasized the government’s dedication to refining the model to ensure long-term sustainability for public universities.
He expressed confidence that once the initial challenges are resolved, the model would provide a lasting solution to universities’ financial woes and guarantee access to higher education for deserving students.
He urged universities to be patient as the government continues to address the challenges of the model’s implementation.
Research, Innovation, and Digital Transformation
The CS highlighted the critical role of research and innovation in universities. He underscored the government’s commitment to advancing innovation through programs like Ajira Digital and Konza Technopolis, which aim to prepare the youth for digital employment opportunities.
Ogamba also praised Maasai Mara University for its leadership in environmental conservation and encouraged other institutions to adopt sustainable practices, including efficient resource utilization, biodiversity conservation, waste reduction, and pollution control.
He urged universities to address pressing global challenges, such as climate change, through innovative solutions.
The remarks were delivered during the 12th graduation ceremony of Maasai Mara University in Narok County, which focused on the theme of innovation in environmental resource management and climate change mitigation for sustainable development.
The event was presided over by the university’s second Chancellor, Dr. Vimal Shah, and was attended by notable leaders, including Narok Senator Ledama Ole Kina and Narok Women Representative Rebecca Tonkei.
