CS Ogamba Reaffirms Grade C+ And Above as University Entry Points.

Education Cabinet Secretary Julius Migos Ogamba reaffirmed on Thursday, February 27, that the government had not reinstated a cut-off points system for university admission.

His statement followed reports suggesting otherwise, prompting him to emphasize that the minimum university admission requirement for the 2024 Kenya Certificate of Secondary Education (KCSE) cohort remained at a C+ grade.

Addressing concerns about misinformation, Ogamba specified that a total of 246,391 students had attained a C+ or higher, making them eligible for university admission.

He firmly stated that the government had not altered the policy on university admission cut-off points and reiterated that the threshold remained unchanged.

“All the 246,391 students who attained the Mean Grade of C+ and above qualify for university admission,” he said.

Additionally, the CS corrected reports regarding the Ksh100 billion allocated for the 2024 university intake.

He clarified that this figure represented the total estimated cost for the entire four-year university duration for the cohort, rather than a single-year allocation.

Ogamba explained that the Ministry had conducted a financial simulation and determined that approximately Ksh25 billion per year would be required to fund the students, leading to a cumulative cost of Ksh100 billion if all factors remained constant.

Background on Admission Requirements

The C+ grade as the minimum requirement for public university admission has been the standard for a significant period.

This benchmark was introduced after the Ministry of Education revised the previous cut-off points, which had been set at B- (58 points) for female students and B (60 points) for male students.

In a related development, Ogamba confirmed that the Kenya Universities and Colleges Central Placement Service (KUCCPS) would activate the placement portal for the September 2025 university intake in March 2025.

He mentioned that this move aligned with the annual placement schedule and would enable students to apply for their preferred university courses.

Meanwhile, he noted that the KUCCPS portal had already been open since January 2025 for the placement of applicants seeking admission to the Kenya Medical Training College, Teacher Training Colleges, and Technical and Vocational Education and Training Institutions for the March and May 2025 intakes.
