Education Ministry to Inspect SEQIP Progress in Schools

Education Ministry to inspect SEQIP Progress in Schools

The Ministry of Education (MoE) has announced that it will be conducting an inspection of the implementation of the Secondary Education Quality Improvement Project (SEQIP), which will conclude in December this year.

On a national level, the World Bank funds SEQIP for both primary and secondary schools.

In a memo addressed to all the County Directors of Education (CDE) and seen by Education News, Dr. Belio Kipsang, the Principal Secretary for Basic Education, informed them that Marcan Consulting Ltd., an independent third party (ITPVA) contracted by the MoE, will carry out the verification exercise of the projects funded over the past seven years.

Marcan initiated the verification exercise in March and plans to conclude it in September 2024, evaluating the agreed targets, also known as disbursement-linked indicators (DLIs), to ascertain their achievement.

Scholarship

These targets include checking if at least 80 percent of schools have a 1:1 student-to-textbook ratio, confirming if at least 8,000 Form Four students are receiving scholarships, and verifying if at least 17,000 students from cohorts 1 and 2 have completed Form Four.

Additionally, they will conduct an evaluation of the program to identify potential scaling up options.

They will check if at least 7,500 primary school students in grades 7 and 8 have received school kits and verify if 80 percent of program beneficiaries are sitting for the KCPE at the end of Grade 8.

Dr. Kipsang also advised the ITPVA to include the overall Eligible Expenditure Programme (EPP) report.

The PS directed the CDEs to communicate this information and advise SEQIP beneficiaries in their jurisdictions to cooperate with Marcan by providing the required documents.

These documents should include information from the Sub-County Directors of Education from the targeted counties, the head teachers of the targeted primary schools, the principals of the targeted secondary schools, and the schools where the Elimu Scholarship beneficiaries are.
