Education Stakeholders Call for Timely Release of Capitation Funds.
Education stakeholders emphasize the critical need for the Ministry of Finance to prioritize the release of capitation funds. A parliamentary representative expressed concern that the individuals most directly responsible for students—teachers and principals—are often left managing financial crises due to delayed disbursements.
The official urged the ministry to ensure capitation funds are released as urgently as possible to prevent disruptions in school operations.
In January, stakeholders were compelled to convene with teachers to devise strategies for handling the crisis resulting from the absence of capitation funds. During this period, Constituency Development Funds (CDF) were also unavailable, exacerbating financial difficulties in schools.
Fortunately, CDF was later disbursed around January, providing temporary relief. However, this situation highlighted the necessity of timely financial support to maintain smooth school operations.

Stakeholders propose that capitation funds be released promptly following budget approval. Ideally, the Ministry of Finance should begin disbursement by September each year to prevent financial instability in schools.
Without timely funding, students risk lacking essential resources such as food and study materials, which are crucial for their education. Ensuring the early release of these funds would mitigate crises and support uninterrupted learning in schools.
