During the last two years, Ezekiel Machogu served as the Education Cabinet Secretary, navigating significant reforms while leaving many issues unresolved.

In a rigorous parliamentary vetting session, Machogu faced scrutiny from a committee aware of the towering legacies of his predecessors: Prof. George Magoha, Dr. Fred Matiang’i, Dr. Amina Mohammed, and Prof. Joseph Kaimenyi.

Machogu asserted his resolve to tackle Kenya’s pressing education challenges with unwavering determination, describing himself as a tested and prolific administrator, critical for advancing the ministry.

Previously a District Commissioner, Machogu emphasized his zero-tolerance policy towards impunity against government directives and warned that cartels within the Ministry of Education should prepare to leave.

His early actions included operationalizing the University Funding Board to address capitation issues in public universities and significantly increasing teacher employment.

The Teachers Service Commission (TSC) employed 56,000 teachers from January 2023, part of a plan to hire 116,000 teachers within two years.

Additionally, he established an internship program to facilitate the cost-effective absorption of graduate teachers into employment.

Achievements and Criticisms

Machogu made efforts to implement recommendations from the Presidential Working Party, yet his tenure was marred by several shortcomings.

Critics argued that he often preached reform without effective follow-through, especially at the primary education level.

In 2023, Machogu faced a major controversy over the credibility of the 2022 KCSE examination results, with education stakeholders expressing outrage over the exceptional performances of previously unknown schools.

He also struggled with issues in junior secondary schools (JSS), including inadequate infrastructure, protesting teachers, delayed capitation fees, and unclear communication from his officers.

Critics noted that Machogu often left many challenges to County Directors of Education without substantial support.
