Government Disburses Free Primary Education Funds, Issues Strict Guidelines to Schools.
The government has allocated funds to support Free Primary Education (FPE) across public schools, ensuring seamless operations and learning.
A sum of KSh 295.50 per learner has been transferred into schools’ designated Account 1, with strict directives on its utilization. Additionally, KSh 324.50 per learner has been credited to Account 2, which also comes with specific expenditure guidelines.
The funds in Account 1, amounting to KSh 295.50 per learner, are to be used as follows: KSh 39.70 for textbooks and supplementary readers, KSh 11.00 for textbook maintenance, and KSh 153.50 for exercise books.
Further allocations include KSh 54.80 for teachers’ guides and reference materials and KSh 36.50 for stationery, ensuring that learning materials remain accessible to all students.
For Account 2, the total allocation of KSh 324.50 per learner is intended to cover various operational costs.
Support staff wages have been allocated KSh 96.40, while KSh 51.70 has been designated for renovations, repairs, and the maintenance of school facilities.
Other budgeted expenditures include KSh 17.90 for co-curricular activities, KSh 17.20 for local transport and travel, and KSh 31.00 for electricity, water, and conservancy.
Further breakdowns include KSh 3.50 for telephone, box rental, and postage; KSh 27.60 for environmental sanitation; and KSh 41.30 for capacity building and management meetings.
Additionally, KSh 6.90 has been earmarked for contingencies, science and applied technology, as well as ICT infrastructure materials, while assessment and examinations receive KSh 17.20.
Monitoring and Compliance Measures
County Directors of Education are required to ensure all public primary school headteachers within their jurisdiction receive this information promptly.
Schools must utilize the funds strictly as per the outlined allocations, and compliance will be closely monitored by Sub-County Directors of Education (SCDES).

Upon receiving the funds, schools are expected to acknowledge receipt via the NEMIS platform. Regular monitoring by SCDES will ensure strict adherence to the Ministry’s guidelines.
Additionally, headteachers must update school enrollment records on NEMIS frequently, particularly ensuring that assessment numbers for learners in grades 4, 5, and 6 are uploaded.
The timely disbursement of these funds reaffirms the government’s commitment to ensuring quality education in public primary schools by facilitating essential learning materials, school maintenance, and operational support.
