Government Distributes 9.9 Million Textbooks to Primary Schools.

The government has successfully delivered 9.9 million textbooks to public primary schools across the country, Education Principal Secretary (PS) Belio Kipsang reported.

He confirmed that schools which had not initially received the materials have now been supplied with the books. According to the PS, instances of schools failing to receive their books were not due to availability issues but rather logistical challenges.

For instance, some schools were closed on the scheduled delivery day, leaving no one available to receive the materials. Nevertheless, he assured that all the books have been printed and distributed.

The PS emphasized the government’s commitment to providing adequate teaching and learning materials to all learners.

He highlighted that textbooks have been distributed to cover all learning areas in a ratio of one book per student, ensuring that every pupil across the nine learning areas has access to the necessary resources.

He reiterated that this textbook distribution exercise has been an annual undertaking since the introduction of the Competency-Based Curriculum (CBC).

Teacher Deployment to Address Gaps

Belio Kipsang also noted the significant efforts to address teacher shortages. He shared that the Teachers Service Commission (TSC) has deployed 46,000 teachers who were previously on internships and an additional 20,000 newly recruited teachers.

He added that TSC has issued deployment instructions for these educators, including upgrading 10,000 teachers to permanent and pensionable terms.

Despite these efforts, the PS acknowledged that the country still faces a teacher shortage, particularly in junior secondary schools, as the current number of over 80,000 teachers does not meet the required threshold.

In October 2024, the Ministry of Education initiated the distribution of textbooks for Grade 9 to support the CBC framework.

Education Cabinet Secretary Julius Ogamba reported that the Ministry had procured 1,000,000 copies of learners’ books and 24,000 copies of teacher’s guides for each Grade 9 learning area. This initiative aims to facilitate seamless teaching and learning in the new curriculum.

Monitoring and Reporting Progress

To ensure accountability and efficiency, Sub-County offices have been tasked with submitting detailed reports on the status of book distribution to the Ministry of Education by January 31, 2025. These reports will help monitor the effectiveness of the distribution exercise and address any emerging challenges.

The government’s efforts to supply textbooks and address teacher shortages underline its dedication to improving education standards under the CBC system.
