Government Releases School Capitation, Issues Fee Directive Ahead Monday’s Reopening
As schools prepare to reopen on August 26th, 2024, the Kenyan government has announced the release of KSh 21,879,307,912.48 as capitation funds to support learners in public basic education institutions.
The government has committed to providing free and compulsory basic education, as mandated by Article 53(1)(b) of the Constitution, with this significant allocation to ensure a smooth transition into the new school term.
The funds have been distributed across the three levels of basic education as follows:
- Free Primary Education: KSh 1,623,828,995.40
- Free Day Junior School Education: KSh 6,109,654,633.94
- Free Day Secondary Education: KSh 14,145,824,283.14
The timely release of these funds aims to ensure the uninterrupted resumption of school activities and to equip schools adequately to meet the needs of their students.

In a press statement, Cabinet Secretary Julius Migos Ogamba emphasized the government’s expectation that school heads and principals manage these public resources with the utmost responsibility.
He reiterated that the Ministry of Education would take strict action against any verified cases of misappropriation or the imposition of unauthorized levies on students and parents.
This move is part of the government’s broader strategy to ensure that all children in Kenya have access to quality education without financial barriers.
