The government is sponsoring three key bills to transform the education sector.
Education Cabinet Secretary Julius Ogamba noted that these reforms will align Kenya’s education system with 21st-century demands, emphasizing skills development and equity.
The Universities Bill 2024 aims to enhance governance in higher education institutions, the Technical Vocational Education Training Bill 2024 seeks to strengthen TVET institutions, and the Science and Innovation Bill 2024 focuses on promoting research and innovation.

“These Bills are part of our strategy to align Kenya’s education system with demands of the 21st century, emphasising skills development, equity, and global competitiveness,” Ogamba said.
The Universities Bill proposes a new classification of universities into six categories: research, science and technology, comprehensive, technical, specialized, and graduate universities.
The bill stipulates that institutions must adhere to their designated category, ensuring accountability and maintaining the quality of education.
Ogamba stressed that modernizing the education sector is vital for Kenya’s global competitiveness. He highlighted the government’s investment of Sh18 billion in educational infrastructure, including classrooms, laboratories, libraries, and internet connectivity.
The CS reiterated that an education system capable of producing professionals relevant to the global labor market is essential.

He added that the government seeks to develop learners holistically to meet international standards.
“A described category of a university shall not be converted to or offer a programme offered by a university in a different category without accreditation,” the bill states.
