Govt to Invest Sh74bn in School and College Upgrades by June 2025.
The government is set to allocate Sh74 billion for upgrading schools and colleges, aiming to complete the initiative by June 2025.
The Ministry of Education has outlined a comprehensive one-year plan to enhance access to education at all levels.
The substantial budget will impact both technical vocational education and training (TVET) and basic education.
The Ministry projects that Sh9.1 billion will be allocated to support the 6.4 million pupils enrolled in public primary schools, from Grade One to Grade Six, over the next year.
Additionally, Education Cabinet Secretary Julius Migos plans to distribute Sh59.8 billion to cater to all 3,244,000 secondary school students.
Expanding School Meals Program
To address the issue of student retention, the government is expanding the school meals program to benefit needy students nationwide.
Approximately 2.6 million undernourished students, particularly those in urban slums and Arid and Semi-Arid Areas (ASALs), are at risk of dropping out.

This program, which currently supports 2.6 million learners, has grown by 342,037 from the 2,257,963 students it served in 2022.
In the 2024/25 fiscal year, the Ministry of Education has committed to disbursing capitation grants within seven days of receiving funds from the exchequer.
This will benefit 12,601,117 learners and 265,845 trainees. Education Cabinet Secretary Julius Ogamba noted that this commitment aligns with President William Ruto’s Bottom-Up Economic Transformation Agenda.
Performance Contract and Appraisal
The performance contracts for ministries and state departments are being overseen by Eliud Owalo, Deputy Chief of Staff in charge of Performance and Delivery Management, and Mercy Wanjau, Secretary to the Cabinet.
These officials have met with various ministries to establish performance targets, which will form the basis for evaluating the performance of ministries and departments at the end of the fiscal year, concluding on June 30th, 2025.
“The performance contract will be the basis of the formal performance appraisal process as of June 30th, 2025,” Owalo said.
The Ministry projects that Sh5.2 billion will be allocated to TVET institutions, which currently have 265,845 trainees. Furthermore, an additional Sh455 million in top-up grants will be distributed to integrated and special education schools.

The Ministry also aims to increase enrolment of learners with special needs and disabilities in both primary and junior schools, to promote equity and inclusivity.
