Headteachers Ask TSC to Confirm and Promote Acting Teachers in Northeastern
The Kenya Primary Schools Headteachers Association—Northeastern Branch has called on the government to address understaffing.
Chairman Hassan Farah remarked that many schools are led by headteachers and BOG teachers. He said this at the start of the two-day Kepsha regional conference at Garissa Primary School.
Understaffing significantly impacts Garissa County, home to 231 primary schools. According to Farah, only 30 schools in towns are unaffected by this issue. They have not taken any action despite repeated requests.
Farah questioned how head teachers could run schools with eight streams while only managing administrative chores.
Insecurity generated by al-Shabaab insurgents has exacerbated the situation, particularly forcing non-local teachers out of risky areas and border towns.
Farah, the headteacher of Alfurqan Primary School, has urged the Teachers Service Commission (TSC) to confirm acting teachers and ensure their pay aligns with their grade level.
Siyat Hussein, the Garissa subcounty chairman, underlined the importance of promoting teachers who had long worked in acting capacities.

He emphasized the demoralization felt by many head teachers awaiting advancement. Hussein, the principal of Iftin Primary School, advocated for the construction of more classrooms to alleviate overcrowding and improve educational quality.
Athman Mwaura, the headteacher of Warable Primary School, has urged the government to raise capitation fees to help pay junior secondary school teachers. Farah promised to hold the two-day meeting annually, and more than 500 headteachers attended, expressing confidence in its benefits.
