HELB Loan Distribution: Counties with the Highest and Lowest Allocations.
According to the Public Service Commission’s latest report, Kisii County received the largest share of support from the Higher Education Loans Board (HELB ) in the past year.
This revelation sheds light on how HELB loans are distributed across various counties. A total of 33,400 students from Kisii County benefited from a substantial allocation of Sh2.1 billion.
Following Kisii, Homa Bay County ranked second, with 32,000 students receiving a total of Sh1.8 billion.
Kakamega and Bungoma Counties also saw significant distributions, each receiving approximately Sh1.7 billion. Kakamega supported 34,876 students, while Bungoma’s allocation reached 35,170 students.

Counties with the Lowest HELB Allocations
While some counties received large sums, others faced much smaller distributions. The report also highlighted the lowest beneficiaries of Helb loans, including Mandera, which received Sh34 million, and Garissa, which was allocated Sh38 million.
Tana River followed closely with Sh47 million, and Isiolo received Sh50 million. Wajir, Samburu, and Marsabit were also among the counties with the lowest HELB allocations, with amounts ranging from Sh55 million to Sh127 million.
