How the Education Ministry and TSC Will Spend Their Budget Allocations
Kenya’s education sector has secured the largest share of the national budget for the fiscal year 2024/25, with an allocation of Ksh 656.6 billion.
This proposal, presented by National Treasury Cabinet Secretary Njuguna Ndung’u on Thursday, marks an increase from the Ksh 628.6 billion allocated in the fiscal year 2023/24.
Teachers Service Commission (TSC) Allocations
The Teachers Service Commission (TSC) will receive the most substantial portion of this budget, amounting to Ksh 358.2 billion.
This allocation is distributed across various initiatives aimed at enhancing the teaching workforce and educational infrastructure.
Conversion of Junior Secondary School Teachers: Ksh 13.3 billion for converting junior secondary school teachers to permanent and pensionable status.
Teacher Training for CBC: Ksh 1.3 billion for training teachers in the Competency Based Curriculum (CBC).
Funding for Education Programs
Several key education programs have been earmarked for significant funding:
Free Primary and Secondary Education Programme: Ksh 71.5 billion.
Junior Secondary School Capitation: Ksh 30 billion.
School Feeding Programme: Ksh 3 billion, a reduction from the previous year’s Ksh 5 billion.
Examination Fee Waivers: Ksh 5 billion proposed.

Infrastructure and Technological Integration
CS Ndung’u highlighted that Ksh 6 billion will be allocated for the development of infrastructure in primary and secondary schools. Additionally, Ksh 150 million is designated for integrating ICT in schools, while research, science, technology, and innovation will receive Ksh 700 million.
Higher Education Allocations
Higher education is also a significant focus, with Ksh 71.9 billion allocated. Of this, Ksh 62.8 billion is directed to the Higher Education Loans Board (HELB) and other scholarships.
