How the Selection Panel for Teacher Recruitment is Structured.

The recruitment of teachers in post-primary institutions, guided by the Teachers Service Commission (TSC), follows a clear structure to ensure fairness, transparency, and accountability.

The process is overseen by selection panels, which vary depending on the institution and its governing body. Below is a detailed breakdown of the structure of these panels:

1. Selection Panel for Institutions with Boards of Management (BOM)

For institutions with active Boards of Management (BOM), the recruitment process is conducted by a five-member panel. The composition is as follows:

  • Chairperson of the Board of Management: Acts as the Chairperson of the panel.
  • Head of the Institution: Serves as the Secretary of the panel.
  • Subject Specialist: A panel member with expertise in the relevant teaching subject.
  • Chairperson of the Parent Association (PA): Represents the parent community.
  • TSC Sub-County Director or a representative: Ensures adherence to TSC guidelines.

2. Selection Panel for Institutions without Boards of Management (BOM)

In the case of institutions without a functional BOM, the structure of the selection panel changes slightly to ensure that the recruitment process remains transparent. The members include:

  • TSC Sub-County Director or their representative: Serves as the Chairperson of the panel.
  • Head of the Institution: Serves as the Secretary.
  • Subject Specialist: Provides expertise in the teaching subject.
  • Chairperson of the Parent Association (PA): Represents parents’ interests.
  • Parent Association Member: Represents the parent body.

This panel, like the one with a BOM, comprises five members, ensuring a broad representation of stakeholders in the recruitment process.

3. Selection Panel for Junior Secondary Schools

For Junior Secondary Schools, the selection panel is composed of three members, ensuring a streamlined and focused approach to recruitment. The members include:

  • TSC Sub-County Director: Acts as the Chairperson of the panel.
  • TSC Sub-County Human Resource Officer: Serves as the Secretary.
  • Curriculum Support Officer: Ensures that the curriculum requirements are met in the recruitment process.

The Role of Each Panel Member

Each member of the selection panel plays a specific role aimed at ensuring the recruitment process is transparent and based on merit.

TSC Sub-County Director and their representative ensure that the guidelines provided by the TSC are strictly followed.

The Head of the Institution and the Subject Specialist ensure that the recruited teachers meet the academic and professional standards required for teaching the specified subjects.

The participation of Parent Association members guarantees community representation and ensures that parents’ concerns are considered.

Conclusion

The structure of the selection panel in teacher recruitment varies depending on whether the institution has a functioning BOM.
