How Treasury Blocked 45,000 TSC Teacher Promotions
Hon. Omboko Milemba, the Member of Parliament for Emuhaya and the National Chairman of KUPPET, has raised concerns about the Teacher Service Commission’s (TSC) inability to carry out planned promotions.
Milemba, the KIPPET National Chairman highlighted that TSC intended to promote approximately 45,000 teachers but faced budgetary constraints imposed by the Ministry of the Treasury.
“The Teacher Service Commission was to do promotions of more teachers, but somewhat they have been curtailed by the Ministry of the Treasury to do what otherwise they would have done.”

Despite the fact that TSC does not require additional funds from the Treasury and could use its own allocated budget, the process has been curtailed.
As the Ministry responsible for TSC, Milemba urged the Education Cabinet Secretary to provide clarity and address the matter.
Cabinet Secretary Ogamba Requests Time to Gather Information
While appearing before parliament, Education Cabinet Secretary Julius Ogamba acknowledged the concern but explained that he was not familiar with the specific details of the issue, as he had not received the question in advance.
Ogamba stated that he did not have the necessary data at the moment but requested additional time to collect the relevant information before providing a thorough response.
