KNEC Introduces Stricter Rules for Foreign Certificate Equation.
The Kenya National Examinations Council (KNEC) has issued updated regulations for equating foreign academic certificates, now to be handled exclusively through its online system, the Query Management Information System (QMIS).
This development was included in a statement released on Monday, April 14, with the aim of enhancing the efficiency and transparency of the academic certification process for both school-level and post-school qualifications.
To qualify for the equation process, KNEC stated that applicants must hold certificates awarded by accredited examination bodies or legally authorized institutions. It also emphasized that candidates should meet the entry criteria for corresponding KNEC courses available at the time of application.
Furthermore, applicants seeking the Advanced Level equivalence are required to provide authenticated Ordinary Level certificates.
Before initiating the equation procedure, applicants must ensure that a confirmation of authenticity is sent directly to the KNEC Chief Executive Officer via email. One of the major changes introduced is the implementation of a minimum qualification threshold.
KNEC clarified that only individuals with a KCSE mean grade of C (Plain) will be considered for the Advanced Level certificate equation. In addition, applicants must have completed a total of seven subjects—five core subjects, one language, and mathematics—as stipulated by KNEC’s awarding rules.
Certificates presented in foreign languages must be translated either through the respective embassy or a recognized translation agency. This requirement ensures clarity and consistency in the evaluation process. KNEC reiterated that academic papers from unaccredited or informal institutions would not be acknowledged under the new regulations.

With more Kenyans pursuing education abroad, the certificate equation process has become increasingly significant. It plays a vital role for individuals who attained higher education qualifications overseas but intend to pursue employment opportunities back in Kenya.
In parallel, the government is working on a plan to replace KNEC with a new body—the Kenya National Education Assessments Council (KNEAC). This planned transition aligns with the shift to the Competency-Based Curriculum (CBC) and reflects broader reforms being implemented across the education sector.
