KNEC Outlines Payment Issues and Solutions for Contracted Professionals.

The Kenya National Examinations Council (KNEC) processed payments for contracted professionals by the end of February 2024, following the successful administration of exams and assessments. However, some professionals, despite fulfilling their duties, did not receive their dues, leading to frustration.

Contracted professionals include teachers, security personnel, and drivers. Among teachers, roles assigned include Examiners, Centre Managers, Supervisors, and Invigilators. KNEC has identified various reasons for the payment delays and provided solutions to address these issues.

1. Name Discrepancy

Issue: The CP2-registered name does not match the M-Pesa name linked to the provided phone number. Solution: Professionals should create a new CP2 account using a Safaricom M-Pesa number registered with details matching their identification documents.

2. Missing Identification Details

Issue: The ID number or TSC/PF number was not provided. Solution: Affected individuals should log into the CP2 portal and update their details with the correct information.

3. Incomplete Documentation

Issue: Attendance registers were either not submitted or lacked required signatures and official stamps. Solution: Centre Managers must download attendance registers from the CP2 portal, verify, sign, stamp, and submit them to the Sub-County Director of Education (SCDE). The SCDE will then forward the updated documents to KNEC.

4. Undocumented Deployment in CP2 Portal

Issue: Some professionals worked but were not recorded in the CP2 portal. Solution: Such professionals should reach out to their SCDE to register their complaints and provide the following information for onward submission to KNEC:

  • Year of invigilation or supervision
  • Exam supervised or invigilated
  • Exam centre code
  • Name of the officer
  • Role at the exam/assessment centre
  • A Safaricom M-Pesa number that matches their ID details
5. Delayed or Incomplete Data Submission

Issue: Slow response to KNEC requests or late submission of accurate and complete professional data. Solution: Since KNEC processes only complete and accurate data as received, professionals should ensure their data is accurate, rectify errors, and resubmit through the SCDE.

Revised Payment Rates

Following protests from secondary school teachers, KNEC reviewed and increased the payment rates for its contracted professionals.

  • Transport Reimbursement:
    • Invigilators and Centre Managers: KSh 550 per day
    • Supervisors: KSh 680 per day
  • KPSEA Supervisors: KSh 680 per day for three days, totaling KSh 2,040.
  • KPSEA Invigilators: KSh 550 per day for three days, totaling KSh 1,680.
  • KCSE Supervisors: KSh 680 per day for 16 days, totaling KSh 10,880.
  • KCSE Invigilators: KSh 550 per day for 16 days, totaling KSh 8,800.
  • Centre Managers: KSh 550 per day for both KPSEA and KCSE.

By addressing these payment issues and ensuring proper documentation, KNEC aims to facilitate timely compensation for all contracted professionals involved in exam administration.
