KNEC Releases 2023 KCPE and KCSE Certificates, Warns Schools Against Withholding.
The Kenya National Examinations Council (KNEC) has officially released the 2023 KCPE and KCSE certificates to all schools that presented candidates for the national examinations.
The dispatch was carried out through the Sub-County Director of Education offices across the country. Candidates have been instructed to liaise with their respective schools to collect their certificates without delay.
Alongside the announcement, KNEC issued a firm warning to schools, stating it is illegal to withhold candidates’ certificates under any circumstance.
They urged any candidate whose certificate is being withheld to promptly report the matter to the Sub-County Director of Education. KNEC emphasised the illegality of such actions, cautioning institutions that continued violations would not be tolerated.
The council’s warning came amid growing complaints from parents and candidates who reported being denied their certificates, often due to outstanding financial obligations. Traditionally, some schools have withheld certificates to pressure students into clearing school fee balances, leading to long-standing grievances.
In March, Education Cabinet Secretary Julius Ogamba echoed similar concerns, highlighting that some certificates had been withheld for more than a decade. Ogamba issued a 14-day ultimatum for the release of all retained certificates, stressing that principals should “find alternative means to recover any dues instead of punishing candidates.” He reiterated that withholding certificates over fee arrears was unacceptable.
To address this persistent issue, the government is considering transferring the custody of certificates from individual schools to education officers. This move is intended to prevent the misuse of certificates and safeguard candidates’ rights in the future.

Beyond the 2023 updates, Ogamba revealed on Sunday that the certificates for the 2024 KCSE examinations would be released within the week. The CS urged parents and guardians to ensure their children enroll in university before the April 30 deadline, mentioning that the current enrollment rate was 72 percent. He stated, “We are working hard to ensure no student misses out on university admission due to delays in enrollment.”
In the 2024 KCSE exams, a total of 962,512 students sat for the examinations, with 246,391 candidates attaining a grade of C+ and above, making them eligible for university admission.
