KNUT Alleges TSC’s Backdoor Delocalization as Hidden Criteria for Teacher Promotion.
The Kenya National Union of Teachers (Knut) has raised concerns over the covert implementation of the delocalisation policy, which was halted in 2022.
The union has urged the Teachers Service Commission (TSC) to revise its approach to teacher promotions.
According to Knut Secretary-General Collins Oyuu, promotions are being linked to conditions requiring teachers to serve in specific regions, effectively reintroducing delocalisation through indirect means.
During the union’s delegates’ conference in Mombasa, Oyuu emphasized that using promotions as a backdoor for delocalisation is unacceptable.
He pointed out instances where teachers were promoted but required to relocate from their current counties, a practice that contradicts the union’s stance against delocalisation.

Oyuu insisted that promotions should be region-specific, allowing teachers to advance their careers without relocating.
“The government has set up an extra Sh1 billion for promotion. The TSC boss has not mentioned, but we do not want it to be a way into delocalisation through the back door. You are a teacher in Mombasa, let the position be advertised in Mombasa so that you are promoted here,” said Mr Oyuu.
The delocalisation policy, introduced in 2018 to transfer teachers who had overstayed in one region, was officially reversed two years ago following opposition from unions.

Oyuu highlighted that the government’s allocation of an additional Sh1 billion for promotions should not be exploited to revive the rejected policy.
Delegates at the conference also addressed the issue of acting positions. They recommended that no teacher should serve in an acting capacity beyond their job group, as this places them at a disadvantage.
