KNUT Applauds National Assembly, Asks JSS Teachers to Resume Teaching

The Kenya National Union of Teachers has commended the National Assembly for its proactive stance in expediting the employment process for junior secondary school (JSS) interns.

Collins Oyuu, the Secretary General of KNUT, has urged the JSS interns to resume teaching immediately while the Teachers Service Commission (TSC) processes their contracts.

Oyuu clarified that his initial advice to the interns was to exercise patience while addressing their concerns. He criticized those who were planning to engage the interns in January next year, noting that the financial year begins in July.

Ndindi Nyoro, the chairperson of the Budget and Appropriations Committee of the National Assembly, previously announced the impending permanent and pensionable employment of interns.

Currently, the 46,000 teachers on contract have disrupted learning in JSS classes in order to pressure the TSC.

Nyoro emphasized the allocation of over KSh300 billion to the TSC, promising to provide resources for the permanent employment of the protesting teachers.

Despite these assurances, there are concerns that the allocated funds may not suffice to confirm permanent terms for all 46,000 intern JSS teachers.

Nyoro addressed reports of the Department of Basic Education facing budget cuts, stating that there is no cause for alarm, although each department sought increased allocations.

The chairman of the Parliamentary Education Committee, Julius Melly, disclosed that TSC will not absorb all currently contracted intern JSS teachers.

Parliament has allocated funds for TSC to permanently hire 26,000 JSS interns, and will absorb the remaining interns in subsequent years. Melly clarified that the National Treasury’s explanation of financial constraints influenced the decision.

On April 17, Justice Bryrum Ongaya of the Employment and Labour Relations Court ruled that TSC had violated the intern teachers’ right to fair labor practices.

He emphasized the need for TSC to employ registered teachers on non-discriminatory terms to meet public school staffing needs.
