KNUT Protests TSC Teacher Transfers Despite Delocalization Ban
The Kenya National Union of Teachers (KNUT) Trans Mara branch has raised concerns over the continued transfer of teachers by the Teachers Service Commission (TSC), despite the 2021 withdrawal of the delocalization policy.
Branch Executive Secretary Willy Korir expressed his dissatisfaction with the transfers, labeling them as both illegal and unacceptable. He questioned why the TSC persists in relocating teachers, even after the policy had been officially halted.
In Bomet, Korir pointed out that the transfers have demoralized teachers, leading to a potential decline in the country’s academic performance.
He emphasized that despite the government’s suspension of the delocalization policy, teachers are still being moved out of their home counties, a situation he found unacceptable.
“Transfer of teachers has been stopped. However, we have seen TSC moving teachers out of their home counties. This is unacceptable,” he said.
Lack of Promotions and Understaffing
Korir also raised the issue of teachers who had advanced their studies but had yet to receive any promotions.
He further highlighted the problem of understaffing in public schools, noting that although the government had hired 46,000 teachers, the deficit remained significant.
Currently, there is a need for over 100,000 additional teachers in the country. According to Korir, if Kenya is to meet its educational goals, prioritizing the hiring of more teachers is essential.
The union leader also criticized county governments for mismanaging funds, asserting that these resources should be allocated to hire Early Childhood Development Education (ECDE) teachers on permanent and pensionable terms.
Background on Delocalization Policy
In July 2021, during negotiations of the 2021-2025 Collective Bargaining Agreement (CBA) between the government and teacher unions, it was agreed that the delocalization programme would be abolished.

Teachers wishing to transfer between stations are now required to submit formal requests through the TSC.
