KNUT Seeks CPG Review or a Shift Back to Scheme of Service for Teachers Promotion.
The Kenya National Union of Teachers (KNUT) has called for a thorough review of the Career Progression Guidelines (CPG) or a return to the Scheme of Service for teacher promotions.
During a session with the Public Petitions Committee in the National Assembly, led by Secretary General Collins Oyuu, KNUT expressed concerns about the guidelines.
They emphasized that the current framework does not clearly align work performance with career advancement.
Key Concerns Raised by KNUT
In their petition addressing issues such as the deployment of classroom teachers to head teacher positions and the stagnation of career growth, KNUT highlighted several problems with the guidelines:
- The absence of a clear policy outlining the minimum qualifications for career progression
- A lack of mechanisms for monitoring and evaluating career development
Additionally, KNUT argued that the guidelines fail to provide adequate support for professional development through Teacher Professional Development (TPD).
KNUT’s Stand on Career Progression Guidelines
Citing these concerns, KNUT stated that the Career Progression Guidelines should either be comprehensively reviewed or the Teachers Service Commission (TSC) should revert to the Scheme of Service.

This scheme includes the Teachers Common Cadre Establishment Promotion and Competitive Promotion as outlined in the 2015 Code of Regulations for Teachers (Regulations 73, 74, 75, and 76).
Proposals for Teacher Promotions
In the petition, KNUT urged TSC to promote teachers based on the existing policy framework. They also recommended that:
- Promotions from Grade B5 to C1 be automated after three years for primary school teachers under the Common Cadre system.
- Advertisements for administrative roles should clearly indicate vacancies.
- Teachers appointed to acting roles must have substantive qualifications for those positions.

KNUT believes these changes would provide clarity and fairness in career progression for teachers.
