KUPPET Advocates Abolishing Teacher Scale C5 as TSC Agrees on CPG Review
The Kenya Union of Post Primary Education Teachers (KUPPET) has asked the Teachers Service Commission to abolish Teacher Scale C5 for post-primary teachers, to allow teachers to go from C4 to senior management.
The union also advocated creating non-administrative posts for senior teachers at D4, even if they do not advance to school principal.
The KUPPET leaders spoke to the media in Naivasha following their meeting with the TSC, the main goal of which was to resolve the teachers’ outrage over recent promotions and the fate of over 50,000 teachers who had stagnated in their careers.
Teacher Career Progression Guidelines
The TSC, for its part, agreed to the union’s demand to examine the Teacher Career Progression Guidelines, which have contributed to teacher stagnation, and produce new Career Progression Guidelines with public engagement.
The union stated that the new guidelines will accelerate career advancement by shortening the time it takes to move from the lowest to the top rung of the service hierarchy.
Addressing the press, KUPPET National Chairman Milemba Omboko stated that of the 50,000 teachers who had stagnated for years, 30,000 will profit in the coming fiscal year.

Omboko stated that since 2017, the majority of teachers had not been promoted, and that the Naivasha summit resolved this with effect from June of this year.
