Licensing and Registration of Private TVET Institutions in Uganda

The Ministry of Education and Sports, through its Department of TVET Operations & Management, has established a comprehensive application form for licensing and registration of private TVET institutions/providers. This form, a crucial step in the process, is designed to ensure that all necessary information is provided by the applicants for evaluation and compliance with the guidelines set by the ministry.

SECTION A: Applicant Details

The form begins with the applicant providing essential details about the institution or provider. This includes the name, contact address, and specific categories such as Skills Development Center, Vocational Training Institute, Technical/Vocational College, Business College, Polytechnic, or Technical University.

The applicant must also specify the level of training offered, ranging from Higher Diploma to Modular courses, and provide comprehensive information about the land particulars, including whether it is on leasehold or freehold.

SECTION B: Organizational Structure and Programs Offered

Applicants are required to provide details about the organizational structure, including an organogram and school rules signed by the governing body. The form delves into the specifics of programs offered, their curricula, training duration, assessment bodies, accreditation status, and trainee enrollment.

SECTION C: Financial Capability and Staffing Details

Financial viability is a critical aspect of the application, and applicants must attach evidence of funding to cover salaries, rent for at least two years, and fees charged per trainee. The training staff details section includes information about trainers’ qualifications, experience, and registration/certification details.

SECTION D: Physical Facilities and Supporting Documents

Applicants are required to provide detailed information about physical facilities, including administrative offices, classrooms, workshops/laboratories, libraries, and other amenities. The form also mandates the attachment of supporting documents such as partnership deeds, site/layout plans, school inspector’s report, health inspector’s report, environmental impact assessment report, recommendation letters, and photographs of facilities.

SECTION E: Declaration and Evaluation by Responsible Officer

The application concludes with a declaration by the proprietor/provider, confirming understanding and compliance with the guidelines. The responsible officer at the MOES headquarters then evaluates the application, either recommending it for assessment or citing reasons for non-compliance.

This meticulous process underscores the commitment of the Ministry of Education and Sports to ensuring the quality and adherence of private TVET institutions/providers to established standards in Uganda. It serves as a crucial step towards enhancing the quality of technical and vocational education and training in the country.
