List of TSC Commissioners, responsibilities and qualifications

The Teachers Service Commission, TSC, is established under Article 237 of the Kenyan Constitution.

The Commission consists of a Chairperson and eight other members appointed in accordance with the Constitution and provisions of Section 8 of the TSC Act. Dr. Muturi serves as the TSC Commission Chairperson, having been appointed in 2021.

According to the TSC Act, the chairperson and all members of the Commission shall serve on a full-time basis for a non-renewable term of six years. Appointments are made by the President.

QUALIFICATIONS FOR TSC COMMISSIONERS:

For one to be appointed the Commission Chair, the individual should meet the following minimum qualifications:

  • Holds a degree in education from a university recognized in Kenya.
  • Has knowledge and experience of at least fifteen years in matters relating to education and training.
  • Meets the requirements of Chapter Six of the Constitution.

For members of the Commission, the minimum requirements are as follows:

  • Holds a degree from a university recognized in Kenya.
  • Has knowledge and experience of at least ten years in matters relating to any of the following fields: education, governance, management, or law.
  • Meets the requirements of Chapter Six of the Constitution.

In appointing members of the Commission, the President shall ensure that at least two-thirds of the members have experience in education.

Functions and Powers of the Commission

  1. Register trained teachers.
  2. Recruit and employ registered teachers.
  3. Assign teachers employed by the Commission for service in any public school or institution.
  4. Promote and transfer teachers.
  5. Exercise disciplinary control over teachers.
  6. Terminate the employment of teachers.
  7. Formulate policies to achieve its mandate.
  8. Provide strategic direction, leadership, and oversight to the secretariat.
  9. Ensure that teachers comply with the teaching standards prescribed by the Commission under this Act.
  10. Manage the payroll of teachers in its employment.
  11. Facilitate career progression and professional development for teachers in the teaching service, including the appointment of head teachers and principals.
  12. Monitor the conduct and performance of teachers in the teaching service.

Role of the Commission

  1. Reviewing the standards of education and training of persons entering the teaching service.
  2. Reviewing the demand for and supply of teachers.
  3. Advising the national government on matters relating to the teaching profession.
  4. Establishing and maintaining a teaching service adequate to the needs of public learning institutions in Kenya.

The Commission is responsible for registering trained teachers, recruiting and employing registered teachers, assigning teachers to public schools or institutions, and promoting and transferring teachers.

Additionally, it has the authority to exercise disciplinary control over teachers and terminate their employment when necessary. Formulating policies to fulfill its mandate and providing leadership and oversight to the secretariat are also among its functions.

Moreover, the Commission ensures teacher compliance with prescribed teaching standards, manages their payroll, and facilitates their career progression and professional development, including appointments to leadership positions.

Furthermore, it monitors the conduct and performance of teachers within the teaching service.
