Ministry Bars Secondary School Transfers in 2025 Amid Policy Changes.
The Ministry of Education (MoE) has announced a suspension of admissions and transfers for secondary schools in 2025. This decision stems from the absence of a Form One class, necessitating adjustments in enrollment processes.
In a circular dated November 29, 2024, Basic Education Principal Secretary (PS) Dr. Belio Kipsang’ directed school principals nationwide not to declare vacancies in Form 2 to Form 4.
This measure is intended to address congestion in classrooms and dormitories, ultimately improving learning conditions.
Dr. Kipsang’ explained that any previously declared vacancies or conducted interviews must be canceled to align with the directive.
Guidelines for Transfers and Approvals
The circular emphasized that any transfer requests must adhere strictly to the Basic Education Act 2013, Sections 32 and 34(A), and require approval from MoE officials.
Dr. Kipsang’ outlined the approval process, stating that transfers involving national and extra-county schools would be handled by the Director of Secondary Education at the Ministry.
For county and sub-county schools, the responsibility lies with Regional and County Directors of Education.

“With non-admission of Form One in the next year 2025, schools should address congestion in both the classrooms and dormitories in a bid to improve learning conditions.
In this regard, Principals are directed not to declare any vacancies without approval of the Ministry…any school that may have declared vacancies and conducted interviews are hereby directed to cancel the process, ” said Dr. Kipsang’.
Ensuring Compliance
To enforce the new guidelines, Dr. Kipsang’ instructed field officers to report any non-compliance cases and take necessary actions per MoE policies.
He noted that the Ministry’s Quality Assurance and Standards team would carry out periodic inspections to ensure adherence.

Administrative and disciplinary measures would be imposed on individuals found flouting the directives.
The circular was also shared with key education stakeholders, including Education Cabinet Secretary Julius Migos Ogamba, Teachers Service Commission (TSC) CEO Dr. Nancy Macharia, and the MoE Head of Quality Assurance and Standards, reinforcing the seriousness of the directive.
