Education Cabinet Secretary (CS) Julius Ogamba says the Ministry of Education is collecting data on learners without birth certificates.
This information will be shared with the Ministry of Interior to facilitate the issuance of certificates, enabling these children to register with SHA.
To enroll a child under six months old in the health scheme, parents must provide a birth notification or a birth certificate, along with a passport-sized photo of the child. These documents are necessary to initiate the registration process.
The government has stipulated that any individual intending to include their newborn in the scheme must notify the Health Authority at least 14 days in advance for approval before proceeding with the application process. This step ensures that the registration is streamlined and authorized promptly.
Adding a Spouse to the Health Scheme
For beneficiaries wishing to include their spouse in the health scheme, the first step is to confirm that the spouse is registered with the State Health Authority (SHA) through the Afya Yangu portal.
Once the registration is confirmed, the applicant must provide the spouse’s national identity number and first name. Additionally, they should verify whether a marriage certificate or an affidavit is required for the process.
To authenticate the spouse’s registration, the Health Authority will send a One-Time Password (OTP) to the phone number registered under the spouse’s details. The spouse must enter this OTP for verification purposes. This step ensures that the individual is correctly identified as either a contributor or a dependent within the system.
After successful verification, the applicant must click the ‘submit’ button to finalize the registration process. This step completes the addition of the spouse to the health scheme, making them eligible for the program’s benefits.

The Ministry of Health announced that a total of 18,243,251 Kenyans have enrolled in the recently introduced Social Health Authority (SHA) program.
The ministry revealed that 4.6 million individuals previously covered by the National Health Insurance Fund (NHIF) have shifted to SHA.
However, these members are required to update their profiles to ensure a smooth transition and continued access to services.
According to the ministry’s Wednesday statement, there has been a noticeable drop in registrations during weekends.

This trend is attributed to the reliance on visits to health facilities for the enrollment process, which are less frequent during these days.
The ministry confirmed that the Health Information Exchange system had been fully implemented by December 2024. This system is expected to streamline the management and sharing of health data across the country.
