Ministry of Education Unveils committee to Review New University Funding Model.
The Ministry of Education has established a National Committee to improve the recently introduced university funding model, ensuring equal access to higher education for all students.
Education Cabinet Secretary (CS) Julius Ogamba emphasized the government’s commitment to transparency, accountability, and inclusive participation in developing and refining educational policies.
He reiterated this during the inauguration of the National Committee at the Kenyatta International Convention Centre in Nairobi.
Ogamba explained that the new funding model, which incorporates a blend of scholarships and loans, aims to promote equity in financing for university and Technical Vocational Education and Training (TVET) students.
He mentioned that the initiative seeks to eliminate financial obstacles, particularly for vulnerable students, thus facilitating their access to higher education.
Initial Implementation and Achievements
Ogamba highlighted that the funding model, introduced in 2023, was designed to support 113,140 Kenya Certificate of Secondary Education (KCSE) graduates entering public and private universities.

He noted that it significantly increased the financial resources available to universities, with funds growing by five per cent annually.
Despite this success, Ogamba acknowledged that policy refinement is an ongoing process, and the new model offers ample scope for further improvement.
The CS assured the National Committee of a supportive environment, enabling them to fulfill their responsibilities effectively and refine the funding model further.
Broader National Perspective
At the same event, Felix Koskei, the Chief of Staff and Head of Public Service, highlighted the importance of education in shaping the nation’s future and advancing collective progress.
He underscored the role of education in empowering future generations with the knowledge needed to contribute to society.
Principal Secretary for Higher Education and Research, Beatrice Inyangala, acknowledged the government’s ongoing efforts to address challenges related to affordability, quality, and accessibility in the education sector.
